Is there any resources for top surgery covered by OHP in Oregon/Washington? Feel free to email or reply if youve got anything. I am currently broke but its possible for me to convince my mum to let me get the surgery if we can get it covered.

Yes, I believe Dr. Juliana Hansen in Portland accepts OHP.
